It is true that many of us are adversely impacted by radical acts or as you mentioned it as “Bureaucratic Empathy”. If we are hurt by those actions then why cause similar hurt to someone else. Most often revenges go wrong with more innocents hurt, as those who hurt us are beyond our reach.
There is always a possibility that we are gamed into reacting on some news or misled by false propaganda.
As you have rightly mentioned, even in compassionate empathy we might endure material loss, financial loss, and loss of our personal time. Over time, these losses can be recouped and easy to let go. While in case of radical empathy we may satisfy our ego but may cause irreversible damage to innocent lives and the guilt will stay with us forever. So is the choice for compassionate empathy.
